To permanently redirect a domain using the Redirection Tool, follow these steps:

1. Access your DNS provider: Log in to your DNS provider's account or access the control panel provided by your domain registrar.

2. Create an A record: Create an A record to map the root domain (test.com) to the IP address 5.161.98.18. In your DNS management interface, find the option to add a new DNS record and select the A record type. Set the hostname or record name as "@", and enter the IP address 5.161.98.18 as the destination.

3. Create an AAAA record: If you want to support IPv6, create an AAAA record to map the root domain (test.com) to the IPv6 address 2a01:4ff:f0:e79b::1. In your DNS management interface, add a new DNS record and select the AAAA record type. Set the hostname or record name as "@", and enter the IPv6 address 2a01:4ff:f0:e79b::1 as the destination.

4. Create a TXT record: The TXT record is crucial for redirection. Create a TXT record with the record name "_", and set the value to "redirect=https://redirectiontool.com/*". This TXT record instructs the DNS resolver to redirect any request for the root domain (test.com) to the specified URL (redirectiontool.com).

5. Save and apply changes: Once you have added all the necessary DNS records, save the changes in your DNS management interface. It may take some time for the changes to propagate across the DNS network.
